Found in the Safari Zone Area 3 on a rocky terrain.

The move’s power increases and damages all opposing targets in psychic terrain.

TM055 Expand Force is found in the Safari Zone, which is at the very northern end of Fuchsia City. Keep in mind that you’ll have to keep yourself from being distracted as players can only take 600 steps in the Safari Zone before being forced to leave.
Paying 500 Pokémon Dollars to enter the Safari Zone.
As soon as you enter the Safari Zone, you want to start by going East.
Going East right after entering the Safari Zone.
After walking past the rest house, go North toward the water and use Surf.
Using Surf to get on the water.
Surf towards the left on the water, passing the strip of land.
Soon you’ll reach land on the far left-hand side – once you disembark just go west to quickly reach Area 3.
Heading West, out of the water, and to Area 3.
In Area 3, go up the stairs in front of you to get on a rocky terrain.

Follow the northern path on this rocky platform.

You’ll shortly come across the TM for Expand Force on the ground at the end of this path.
