Location Given by Mr. Psychic in his house in the East part of Saffron City.
Description A strong telekinetic attack. It may also lower the target’s special defense stat.

From the Saffron City Pokémon Center, you want to start by heading East.

Keep going East, passing three houses until you see a house that you can enter. It will have a mailbox out front.

Inside, you’ll see two NPCs sitting at opposite ends of a table. Speak with the man to the right and he’ll give you the TM for Psychic.
