To acquire TM059 Dragon Pulse, you have to defeat Claire at the Viridian City Gym.
If you try entering the gym before acquiring seven gym badges, then the door will be locked.
Being told that the door to the gym is locked.
Once you’ve acquired the other seven badges, you’ll be stopped by Brendan when attempting to enter this gym. He’ll take you to the Cerulean Cave to stop Team Rocket’s plan of capturing Mewtwo.

Once you complete that sub-story, simply walk inside the Viridian City Gym and challenge Claire to a battle. Defeating Claire will reward you with the TM for Dragon Pulse.
