Finding the Roar TM
TM05 Roar
Location Found on Route 4 (East Side) in between two ledges.
Description A non-damaging move that forces the enemy trainer to switch their active Pokémon. The battle will instantly end if it’s used on a Wild Pokémon.
Type Normal

Starting from the Cerulean City Pokémon Center, take the path heading West.

You’ll eventually walk into Route 4, where you’ll have to continue taking the same path.

Walk into the grass and go in between the two small ledges, after which you’ll have to get through some tall grass to move forward.

It might be a good idea to enable infinite repel if you haven’t already.

After getting out of the grass, start heading West and you’ll eventually see the TM for Roar on the ground placed between two ledges.
