Location Given by a girl inside of the Route 12 connector’s second floor.
Description An attacking move that grows stronger the more the user likes its trainer.

From the Lavender Town Pokémon Center, start by heading South.

Continue heading south, passing the purple houses, and entering Route 12.

The weather will turn snowy, indicating that you’re on the right path and have entered Route 12. Follow the wooden path South-East and enter the connector.

Inside the connector, head down until you see stairs on your right leading to the second floor.

Upstairs, you’ll see a girl with a red ribbon. Speaking with her will get you the TM for Return.
