TM061 Will-O-Wisp in Pokémon Radical Red

Location In the Pokémon Tower 6F.
Description A blue flame is shot at the target to inflict a burn.
Type Ghost

Starting from the Lavender Town Pokémon Center, head East and enter the Pokémon Tower.

Inside of the Pokémon Tower, take the stairs up by walking up and then going right.

Now, take the path up towards the left.

You’ll come across stairs that lead to the Pokémon Tower’s 3F. Head up those stairs once you find them.

You can now take one of two paths East, either by avoiding the trainers or fighting them.

Eventually, you’ll find another staircase taking you to the fourth floor.

On the Pokémon Tower 4F, defeat the mandatory trainer and then go West.

Take the stairs after getting past the grave maze to reach the Pokémon Tower 5F.

On the fifth floor, you can head East and heal your Pokémon by stepping on the circle with blue light emitting from it.

After healing your Pokémon, take the Stairs to the East that lead to the sixth floor.

As you reach the Pokémon Tower 6F, you’ll see the TM for Will-O-Wisp on the ground just below the staircase.
