Found in Silph Co. 5F.
Description
An attack that is executed last. The user flinches if attacked before then.

From the Saffron City Pokémon Center, head down the path directly behind the Pokémon Center.
Following the path behind the Saffron City Pokémon Center.
Keep going straight until you see the Silph Co. entrance. If a Rocket Grunt is blocking the entrance then you’ll have to save Mr. Fuji from the Lavender Town Pokémon Tower first.
Entering Silph Co.
After entering Silph Co. Head to the North-East part of the ground floor.
Going to the North-East side of Silph Co. 1F.
You’ll see an elevator and a set of stairs leading up. Go inside the elevator.

Using the elevator, go to 5F.
Using the elevator to go to Silph Co. 5F.
Exit the elevator on 5F and head west until the path ends, and then turn to follow the hallway to the south.
Heading West after exiting the elevator and then going South.
At the end of the path South, you’ll see a room to your West.
If it’s locked then you’ll have to use the Key Card from the path directly opposite of this room’s entrance to unlock it.
Using the Key Card to unlock the door with Focus Punch.
After unlocking the door, enter the room and you’ll see TM001 Focus Punch on the ground behind some boxes.
