To get TM019 you have to defeat Erika at the Celadon City gym.
It’s a mandatory battle, and there are no prior requirements you have to complete to challenge her. Simply walk to the very South of the city, use the HM Cut to gain access to the narrow path leading to the gym, enter the gym, and challenge Erika.
