To acquire TM036 Sludge Bomb, you have to defeat Koga at the Fuchsia City Gym.
This is a mandatory gym battle so you don’t have to worry about missing it. If the door is locked and you’re asked to rematch Gym Leaders, then you’ll have to go back and fight at least two of the previously beaten Gym Leaders again.
Once you’ve rematched at least two Gym Leaders, simply walk inside of the Fuchsia City Gym and challenge Koga to a battle.
Defeating Koga will reward you with the TM for Sludge Bomb.
