TM094 Scale Shot in Pokémon Radical Red

Starting from the One Island Pokémon Net Center, walk south and take the stairs to your right. Then follow that path heading towards the right.
Your path East will shortly be blocked by water. Use Surf to continue going East until you reach a submerged rock (pictured below), at which point you want to start going North toward land.
Continue going North on the path after landing. You can do this by either facing all of the trainers on land, or by using Surf to go around the trainers from the right.
Regardless of the path you take, you’ll eventually end up walking past two trainers standing side by side.
Take this as a sign that you’re on the right path and continue heading North.
You’ll soon walk past the entrance to the Ember Spa and reach more water that you have to use Surf on to cross.
After swimming North, you’ll shortly see an island you can land on.
You want to go up the stairs in front of you when you land to reach Mt. Ember.
Head West toward the boulder as soon as you reach Mt. Ember.
Use Strength on the boulder and push it to the left until you can move forward. Repeat the same process with the second boulder.
After pushing the two boulders, continue following the path.
You’ll eventually come across two rocks you can use Rock Smash on. Smash any one of the rocks, go up the stairs, and then start walking on the path to your left.
Continue going on this path and you’ll see the entrance to a cave you want to enter.
After entering the cave, start following the path North.
Since there’s only one long path forward, you don’t have to worry about getting lost. Just continue following the path even when you have to enter other areas.
The exit to the cave will eventually show up after following the path for a while.
After exiting the cave, go up the stairs to your left, then instantly turn right to reach a short rock puzzle.
To solve the puzzle, use Rock Smash on the two smashable rocks and then push the eastern boulder upwards.
Then you can push the second boulder to the left to open up the path for you to go and grab the TM for Scale Shot.
