Location On a small island directly South of the Vermillion City Gym. Requires the HM Surf.
Prerequisites
Mega Evolution Mega Copperajah

From the Vermillion City Pokémon Center, start by walking South.

Head towards the water next to the Gym. When you reach it, use Surf to continue South.

Continue down the path left of the docks and you’ll see a small island with the Copperajite on it, sitting directly South of the Vermillion City Gym.
