Once you’ve acquired seven out of the total eight badges, you’ll be stopped by Brendan when attempting to enter the Viridian City gym. He’ll take you to the Cerulean Cave to stop Team Rocket’s plan of capturing Mewtwo.
Once you complete that sub-story, walk inside the Viridian City Gym and challenge Clair to a battle.
Clair will give you the Duraludonite after you defeat her.
