Location From the Cinnabar Island Pokémon Lab. Given to you by Jasmine after defeating her then showing her a Pokémon with 150 EVs in defense.

  • Have a Pokémon with 150 EVs in defense

From outside of the Cinnabar Island Pokémon Center, enter the Pokémon Lab building to your left.

Inside you’ll see Jasmine sitting near the table in front of you. Speak with her and accept her challenge to a battle.
