TM008 Bulk Up in Pokémon Radical Red

From the Saffron City Pokémon Center, head down the path directly behind the Pokémon Center.
Keep going straight until you see the Silph Co. entrance.
If a Rocket Grunt is blocking the entrance, you’ll have to save Mr. Fuji from the Lavender Town Pokémon Tower first to gain access to the building.
After entering Silph Co. Head to the North-East part of the ground floor.
You’ll see an elevator and a set of stairs leading up. Go inside the elevator.
Using the elevator, go to Silph Co. 7F.
On the seventh floor, there will be a locked door directly South of the elevator. Use the Card Key you got from the fifth floor to unlock it.
Walk inside the unlocked room, and the TM for Bulk Up will be to your right.
