From the Vermilion City Pokémon Center, start by heading South toward the Poké Mart.
Take the path East from the Poké Mart.
Continue heading East until you come across the entrance to Diglett’s Cave. You want to walk inside.
As soon as you enter Diglett’s Cave, head down using the stairs you’ll see in the small cave section next to the old man.
Now, you want to take the path North-West.
It’s the only path you can take, so don’t worry about going the wrong way.
It’ll be a bit of a long and repetitive run, so it might be a good idea to have infinite repel turned on.
Eventually, you’ll come across a raid den, and the TM for Rest will be to the left of it in a corner.
