From the Fuchsia City Pokémon Center, jump down from the ledge to your right and then start going up.

As you’re walking up, you’ll see a small tree in between two fences. Use Cut on it to get rid of it.

Go through the newly created gap and then start following the path West.

Walk past the Poké Mart, go up, and then turn right to go to the path behind the Mart.

Here you want to talk to the first NPC you see, who’ll be a bug-catcher.

When prompted to, reply to him with “Yes” to get the TM for Substitute.
