Location Reward from the Fuchsia City Gym after you defeat Koga and show him a Pokémon with 150 speed EVs.
Prerequisites
  • Access to Fuchsia City
  • Rematched at least two Gym Leaders
Mega Evolution Mega Toxtricity

Before getting the Toxtricitite, you first have to defeat Koga at the Fuchsia City Gym. If the door to the gym is locked go back and rematch at least two of the previously beaten Gym Leaders.

Once you’ve rematched at least two Gym Leaders, walk inside the Fuchsia City Gym and defeat Koga.
