TM011 Sunny Day is found in the Safari Zone, which you can only access once you’ve reached Fuchsia City. Note that it requires a fee of 500 Pokémon Dollars to enter.

As soon as you enter the Safari Zone, you want to start by going East.
Going East right after entering the Safari Zone.
After walking past the rest house, start going North.
Turning North after walking past the rest house.
Eventually, you’ll see the entrance to Area 1 that you want to go through.

In Area 1, follow the path East as it’ll be the only way to go.
Following the path East.
You’ll see some small stairs to the North leading to a rocky terrain.
Take them up and then take the other stairs down before continuing West.
Climbing up the small set of stairs and then going down from the other set to the West.
When you’re able to, start going North and you’ll see the TM you’re looking for hidden in a patch of grass on your right – it’ll be in a strip of land surrounded by water.
