HM04 Strength
Location
Given to you as a reward by the warden in Fuchsia City for returning his Gold Teeth.
Description
The foe is slugged with maximum power. Can also be used to move boulders.

HM04 Strength is given by the Warden in Fuchsia City, who is located inside the house directly right of the Fuchsia City Pokémon Center.
Going to the Warden’s house.
However, if you speak with him without acquiring the Gold Teeth, he won’t give you anything.
So this HM requires two steps:
Finding the Warden’s Teeth
Returning the Warden’s Teeth to him
Not getting anything from the Warden.
To get your hands on the Gold Teeth, make your way to the Safari Zone on the northern side of Fuchsia City.
Entering the Safari Zone.
Entry to the Safari Zone requires you to pay 500 Pokémon Dollars. Keep in mind that you’ll have to keep yourself from being distracted as players can only take 600 steps in here before being forced to leave.

As soon as you enter the Safari Zone, you want to start by going East.

After walking past the rest house, go North toward the water and use Surf.
Using Surf to get on the water.
Head West on the water, passing the strip of land. After a couple of seconds of surfing you’ll get on land and continuing West will take you to Area 3.

In Area 3, head West and climb the stairs in front of you.

You’ll see another set of stairs leading down to your West. Take them and walk further left.

When you can, start going North, using Surf to continue on your path.

When you land, head up a bit and follow the path East.
After exiting the water, going North and then East.
When you see the brown sign, go South and you’ll see a Pokeball containing the Gold Teeth on the ground.

With the Gold Teeth acquired, all you have to do is go back to the Warden, speak with him, and answer him with ‘Yes.’
You’ll give him the Gold Teeth and he’ll give you the HM for Strength.
